The Canadian Medical Marihuana Access Regulations are a complicated maze to maneuver through. A common question is: Where can I medicate?
Patients really must think of themselves as just that: patients who are using doctor-prescribed medicine, as opposed to the recreational cannabis consumer. While there should be no shame in medicating when and in the manner that best suits your needs, you must consider how your medicine affects those around you.
An example would be a diabetic, who can and should give themselves insulin injections as needed, where needed. However, injecting themselves at the dinner table or in the middle of a business meeting isn’t appropriate; many individuals get more than a little freaked out at the sight of someone sticking themselves with a needle, even if it’s for an acceptable purpose. Most likely, you’d have to excuse yourself to the bathroom or a similar private location. You should consider treating your cannabis therapeutics as such; respect others and respect your own privacy when it comes to your health.

Technically, the MMAR allows for patients to partake of their smoked cannabis medicine anywhere it’s legally acceptable to smoke tobacco. These days there are almost no indoor locations that allow smoking indoors, so this regulates legal cannabis consumers to outdoor smoking areas and the occasional ventilated smoking room. However, while some municipalities allow for smoking tobacco on outdoor restaurant/bar patios, some establishment owners have resisted cannabis consumers doing the same. In fact, there’s a Human Rights Tribunal hearing in progress in Ontario relating specifically to licensed cannabis consumers’ right to possess and consume in areas where tobacco smokers can smoke in licensed, outdoor settings. I’ll be sure to keep you updated as to the progress of this case.
In the meantime, the key to consuming in public and semi-public areas is that you respect those around you. Don’t light up when there are children nearby. Try not to blow it in people’s faces, or stand near open doorways and vents. Never share your medicine with anyone (you shouldn’t be doing that at any time) and do yourself a big favor and always leave the house with your Health Canada card on your person. Just the smell alone could raise the ire of the wrong person and next thing you know, you’ll have to explain the situation to law enforcement. Without your card, you’re no more protected from arrest than the recreational consumer (even if you can beat the charges later, you don’t want to have to go to court at all). The smell can also attract unwanted attention from criminals who would use the opportunity to harass or even rob you. Do you really want to have to explain your private health issues with a stranger for the umpteenth time?
Lastly, unless you’re at a rally or protest of some sort and/or you know you’re surrounded by like-minded folk, I’d avoid smoking in public while decked out in a bunch of 420 gear (e.g. pot leaves, Rasta colors, stoner logos, etc.). Again, most likely you’ll not run into trouble, but why take the chance? If you’re dealing with some sort of chronic illness (which you are, or you wouldn’t have a license in the first place), can you really afford to expend the energy required to deal with either law enforcement or the general public hassling you?
It depends on tolerance level of where you are. For instance, while walking down the street smoking a joint may not attract too much negative attention in Vancouver or Montreal, it very well could in cities like Calgary or Saskatoon. So if you want to save yourself some trouble, keep this in mind: JUST BECAUSE YOU CAN, DOESN’T MEAN YOU SHOULD.

There is no safe level of exposure to second-hand tobacco smoke. The smoky air in most restaurants and bars across Kyiv (capital of Ukraine) could clear up very soon, since lawmakers promised to introduce a set of measures next year to encourage public venues to limit smoking only to closed-off areas.
The decision to clear up the air in Kyiv’s restaurants – the majority of which now permit smoking – has been hailed by non-smokers and anti-smoking groups.
But experts say that the measure falls short. Health officials say that only a complete ban on indoor smoking in public places can prevent the damage caused by inhaling second-hand smoke, a major cause of disease and premature death for non-smokers. The medical consensus is that there is no safe level of exposure to second-hand tobacco smoke.
In addition, many countries that have implemented stringent indoor anti-smoking policies believe that they are effective and positive for public health, while not hurting businesses. Smokers tend to adjust to the ban and even smoke less, which according to the surveys they are willing to do anyway.
The latest recommendation for separate smoking sections is totally optional, admitted Oleksandr Brihinets, head of department of culture and tourism in the Kyiv City Council and one of the authors of the measure.
He said that venues which don’t permit smoking would use special signs as an advert of their policy, and suggested that such establishments would be included in the official list of places recommended to visit by tourists. The owners of such businesses would as well receive particular benefits from the city council. For example, large neon billboards would not be regarded as advertisements, as they will be for all other venues from 2011, helping to save thousands of hryvnias (local currency) in payments to the city council, Brihinets added. Other proposals related to these recommendations are being considered.
In addition, the ban on smoking in indoor public place could even help restaurants by attracting non-smoking customers who are scared away from restaurants in attempt to protect their helath from exposure to tobacco smoke.
Fabienne Labe, a 40-year-old scientist from France, who dined in one of the restaurants in Kyiv, said that the majority of people seek to get smokers light up outside.
“In France smoking we have a full fledged ban on smoking in public places and this is great,” she admitted. “French people are pleased with the ordinance, even if they smoke. It is bad when somebody is smoking near to you, and moreover, you might come with children and they would be also exposed to cigarette smoke.”
Most Europeans are of the same opinion as Ms. Labe. In conformity with a survey carried out by the European Commission, more than 70 percent of the residents of European Union member-countries back the ban on smoking in enclosed public venues.
Several European countries, such as Ireland, France and the United Kingdom have already implemented smoking bans and the EU are considering an EU-wide prohibition.
However, the recommendation in Kyiv has met criticism from restaurant and bar owners, who said that almost a half of all their visitors are smokers, so they should have their freedom of chice as well.

Ever felt aggrieved that other entrepreneurs make the headlines but you don’t? Louise Third, founder of Integra Communications, the enterprise PR specialists, says it’s not as tough as it looks; it just requires planning and the application of some basic rules.
Kevin and Dawn Hartley, the owners of Mozart’s Restaurant in Nottingham have tangible evidence that a planned use of PR can significantly improve sales. The couple, who opened the 40-seat restaurant in November 2002, decided to take every opportunity to contact their local press and radio with ‘news’ and comment. Their opening was marked on Radio Trent FM with champagne and canapés and was followed a month later by a 2 hour Christmas Show broadcast live from the restaurant. BBC Radio Nottingham carried a Valentine’s recipe on the website and 50,000 listeners enjoyed a live cooking session in association with the Nottingham Restaurant Awards.
“Our biggest media coverage success came on National No-Smoking Day in 2004 when we took the decision to announce that Mozart’s had become Nottingham’s first totally non-smoking restaurant,” says Head Chef Kevin. “Not only did BBC Radio Nottingham interview us then, but when the government White Paper on smoking was published last November, we were bombarded with requests for interviews.” Kevin and Dawn found themselves on several local radio stations, and in front of regional TV cameras. Although the media requests were quite demanding, the couple made themselves available for interview, thus helping the journalists complete their work and gaining a profile for the restaurant. As a direct result of their PR efforts, the Hartleys have enjoyed a 15% rise in trade.
Inside every small business is a story bursting to get out. Start with that positive attitude and you will get thinking creatively about possible media coverage. A clever use of public relations will help people to understand what you offer, will gradually build your reputation and keep you at the forefront of people’s minds – ahead of the competition!
Basic rules
The fact that Kevin and Dawn planned a media campaign as part of their overall sales strategy brings us to the first rule of sound public relations:
1. Use PR as an integral part of your marketing plan: once you have decided the level of sales you need to breakeven and then to make a profit, identify those who need to know about you and what you offer. If you have opened a new shop, customers may be very local but if you specialise they may travel from much further away. Perhaps you coach senior executives to cope in stressful conditions: then your potential clients may be the UK’s FTSE 100 companies or large public corporations. You may decide to use a combination of direct mail, networking so you get referrals/recommendations and publicity.
2. Identify what your target customers read, watch and listen to. This is likely to be a mixture of local, regional and national papers, trade or professional magazines, local and national radio stations and TV, not to mention all the ‘New Media’ options. If it is practical, ask them; if you are visiting their premises, what publications can you see in reception? Make a list, find the name of the most relevant editor or feature writer and call them to see how they would like to receive your news. The fax machine used to be widely used to issue press releases; this was then overtaken by email, but ironically many PR firms are reverting to fax; it can’t be erased or ignored and is still cheaper than post. Then there’s the direct call to the journalist or news desk…….if you have a very strong story. However, be realistic. Don’t set your sights on regular television coverage, but equally don’t rule it out (at least regionally).
3. Find the ‘news’. Be ruthless and think like a journalist, otherwise your release will get tossed in the bin. The journalist will be looking for things their readers will find interesting, amusing or useful. Here are a few ideas, but there are as many permutations as there are businesses:
· a significant new contract
· launch of a survey / report
· a new appointment
· sponsorship of a local charity / event
· welcome or condemn new policy/proposals
· claim first/last/biggest/latest (but avoid best!)
· launch a campaign / involve a celebrity
· letters to the Editor
During Breast Cancer Awareness Month, I helped a client, Linda Russell, to launch a new shop in north-Nottinghamshire. Not that newsworthy you may think, but this was no ordinary shop and Linda is no ordinary lady. Having recovered from breast cancer and reconstructive surgery at the age of 31, Linda launched ‘Perfect Fit’, an online service selling the latest designs and styles of lingerie for women with post-operative needs. The shop would allow Linda to display her stock, provide a professional fitting service and offer a sanctuary for women to meet and talk. We issued a pre-opening media release with the headline, ‘Linda’s Perfect Fit helps Breast Cancer ‘blues” and linked the launch to Breast Cancer Awareness month by including a quote and useful statistics from the regional Cancer Research UK representative. This small campaign had all the necessary ‘hooks’ for media coverage and gave the journalists what they needed. As a result Linda received full page and editorial coverage in the main regional press, feature and interview slots on local radio and a phone-in on BBC Radio Nottingham. Timing, planning and sensitive delivery was all it took.
4. Write the media release. Although you want to encourage the journalists to use your story, this is not a sales pitch, so avoid gushing praise of yourself and your product. Here are some basic guidelines:
· Cover the facts in the first paragraph including who, what, why, when, where and how as clearly as you can.
· The second paragraph should build on the first and carry any significant facts
· Include a quote; this adds personality and endorsement to the story
· Use Notes at the end to carry background information which reporters can use for research. Remember to include a contact name and number.
· Choose a simple, attention-grabbing headline which re-enforces the overall message
· Type MEDIA RELEASE at the top, date it and indicate when the information can be published.
· Use A4 paper, 1.5 line-spacing, wide margins and type
· ENDS to indicate you have finished.
· Limit your release to one page if possible, two at the most. Short, informative and interesting goes down well with busy reporters.
· A well constructed, high resolution (300 dpi) photo can turn a mediocre story into the one that gets coverage.
· Proof-read the release before it goes out. Then get someone else to do it again. It’s amazzing what you can misss……
5. The follow-up. So far so good, but now comes the tricky bit: you need to check that the right person has got your release and if so, talk to them about the chances of it being used. Always assume the journalist or editor is busy and ask if they are free to talk. Be prepared as they may have additional questions and may need convincing of the strength of your story. Don’t say anything you wouldn’t want reported if it sounds as though they are interviewing you. Radio stations will either pre-record an interview in person or over the phone, or ask you into the studio, again to pre-record or go live. We now seem to be in their database, so journalists wanting a restaurateur to comment on something seem to ring me.” It just goes to show how even the smallest business can make headlines .
Finally, as media relations is a commercial activity you should try to measure the effect any exposure has had. It can be as simple as monitoring phones calls and website hits in the period immediately following the coverage. If you convert these into sales, all the better. If people are more aware of you, introductions become that much easier. Stick at it and you will be amazed how a little effort can go along way.

Introduction
The purpose of this essay is to analyze the potential effect of statewide bans on smoking in public places. This will be done through a review of literature on research done in this field. Some of the articles to be covered include; behaviors of the public after the statewide ban, economic impacts within certain restaurants, effects of ordinances, and how the ban affected dining out experiences. The results will be examined critically and overall analysis conducted thereafter.
Literature review
Biener and Siegel (1997) conducted a study to determine the effects of the smoking ban in restaurants. The researchers collected their data by the random sampling method specifically through telephone lines. They chose telephone numbers by guessing a particular number and then calling it. The people who took part in the survey represented both sexes; however, they were required to be above the age of eighteen. All respondents came from the City of Massachusetts. The total number of respondents was two thousand, three hundred and fifty six. The survey found that a large percentage of the respondents supported smoking bans in public places as they stated that they would increase their restaurant and bar patronage if the latter venues passed those regulations. This is a summary of the results obtained in relation to smoking bans

Glantz and Smith (1994) conducted research in a number of cities. Their objective was to establish a relationship between restaurant sales and smoking ordinances.
The experiment identified fifteen cities that had implemented smoking ordinances. In order to render the examination valid, the latter authors also identified fifteen cities that had not instituted ordinances so that the latter could act as controls. The research then obtained sales information by examining their tax data. This method of data collection was utilized because it has high reliability. Sales tax data reflects the total restaurant sales within a community. This is more reliable than sampling a small portion of restaurants. The latter method is likely to yield numerous errors because of the criteria used in sampling. The latter authors utilized state agencies; this allowed them to obtain honest information as compared to approaching participants directly. Restaurants normally give accurate information to state agencies because they are aware that it is illegal to lie to them. On the contrary, no restaurant owner is obliged to give information to a researcher; consequently, they might give false information.
It should also be noted that Glantz and Smith (1994) took account of the economic situation in those respective cities. There is no point in making conclusions without looking at surrounding circumstances. The economy adversely affects revenues for any kind of business. Besides this, the researchers also took account of the nature of restaurant’s performance in respective communities since it would be unfair to link different types of restaurants without considering the geographical factors. The economic factor was accounted for by doing the following:
Obtaining the ratio of restaurant sales to total retail sales in the city
Comparing restaurant sales in cities that passed the ordinance with restaurant sales of cities that did not adhere to the ban.
The group conducted regression analysis to establish a link between the two parameters i.e. (restaurant sales and smoking ordinances). They found neither a positive or negative correlation between the proportion of sales and the smoking bans. Consequently, the effect of these ordinances on sales is quite minimal.
There were some exceptional findings in the survey with regard to two cities Bellflower and Beverly Hills. These latter reinforced the conclusions made at the end of the survey. In these two cities, tobacco companies claimed that there was a thirty percent decrease in sales revenue for most restaurants. Consequently, these cities bowed down to pressure from the tobacco industry and reversed their smoking bans. The reversal did not in increase sales in any way. Restaurants still obtained equal amounts of revenue after lifting the ban. It was also found that restaurants in Beverly recorded a slight increase in sales at the time when the City implemented smoking ordinances.
It is also crucial to take note of the fact that most of the cities in the survey were totally different from one another yet results were still consistent in these aspects. The cities included San Francisco, which is an affluent city, Palo Alto; a community based city, Beverly Hills; a well to do city, Davis; a university based city, Lodi; a rural area and many other different varieties.
Hyland and Cummings (1999) sought to find out the effect of the Smoke free air act in New York on restaurant sales. The research involved a total of four hundred and thirty four restaurants in the City. Data was obtained by analyzing six sources. First, Hyland and Cummings (1999) collected tax data from the New York Department of Finance and Taxation. This was spread out over period of seven years; from 1990 to 1997. They accounted for other external factors such as seasonal variations, population six and economic factors. The second source was a telephone survey that randomly selected one hundred and twenty six small restaurants and three hundred and six large restaurants. They talked to restaurant owners about the possible effects of the law in relation to their businesses. Thereafter, Hyland and Cummings (1999) also obtained the opinions of New York City residents with regard to the smoking act. The fourth source was from the New York Department of Labor where they obtained information about total number of restaurants in the region. They also utilized material from the New York Department of Health where they found information about the number of complaints received after passing the Act. Lastly, the latter authors interviewed nine people involved in passing the law.
The results obtained may be summarized as follows; these were the percentage of restaurants that recorded decreasing sales
-Small restaurants-34%
-Small restaurants with bars-36%
-Large restauarants-35%
-Large restaurants without bars-35%
As it can be seen from the above results, the largest percentage (65% and 64%) of restaurants thought that business was still good after the institution of the Smoke free act. Consequently, there is no link between the nature of business and the smoke free act.
Luk, R., Ferrence, R., & Gmel, G. (2006, May) found that there was neither a positive nor negative correlation between the restaurant sales and the smoke free by law in Ottawa. The research was conducted by analyzing sales tax for a variety of restaurants in Ottawa. This information was obtained from the federal state. This result took into account the nature of the economy in Ottawa at that time. However, results were consistent in a large number of those restaurants. The results were consistent with other findings shown in earlier reports.
Roseman (2005) conducted a survey to establish a link between consumer opinion and the ban on smoking. This research focused on consumers located in Kentucky. They were required to give their opinions about the smoking laws passed by the state.
She sought the opinion of three types of people;
-Smokers
-Previous smokers
-Non smokers
All the latter mentioned groups were asked to give their opinions about the new smoking regulations and what they thought would happen in the future after passing the regulation i.e. they were to give their predictions.
Data was collected through telephone interviews. She conducted the interviews among eight hundred and twenty five individuals in the latter parts of 2003. Respondents were asked whether they smoke or not and what their opinions were. The study only considered the opinions of those respondents above eighteen years.
Roseman (2005) found that none of the latter mentioned groups felt that a ban on smoking would affect their dining experience. Almost all of them acknowledged that they would maintain their eating habits despite the new regulations. Additionally, it was also found that there were some significant differences in the nature of responses with regard to demographics. The latter factors were seen to affect public opinion on smoking

Roseman (2005) found that most of the respondents who worried about smoking in restaurants were the non smokers. It was also found that non-smokers frequently considered the smoke free aspect when selecting a particular restaurant. The latter respondents also felt that eating in restaurants with smokers undermines the dining out experience and makes their meals less enjoyable. In addition to these, she highlighted the fact that most former smokers and non smokers predicted positive results after passing the smoking ban in Kentucky. On the other hand, smokers held dissimilar sentiments. They indicated that they would reduce the number of times they frequent restaurants if the smoking ban was passed. Such respondents would opt to eat in.
Wakefield et al (1999) conducted a study that was designed to indicate the nature of perceptions about impending smoking bans. The research was conducted through questionnaires posted on the internet. They managed to obtain the opinions of two hundred and fifty seven participants. The researchers also obtained data through telephone interviews. In this process, they were able to asses the opinions of thirty one respondents. They asked the respondents about their perceptions before passing the ban on smoking.
It was found that the respondents were not severely affected by the ban on smoking. Most of them felt that they would still continue dining in restaurants even after passing the smoking ban. Additionally, both smokers and non smokers felt that they would not exercise any form of selection when trying to choose particular restaurants. Wakefield et al (1999) also found that there were no significant differences between the amount of money to be spent after the smoking legislations and before. This was true for smokers and non smokers alike. Lastly, it was found that most people favored smoking regulations in public places regardless of one’s smoking status. Some smokers even asserted that they enjoy clear environments while eating without having to inhale another person’s smoke. According to them, this interfered with their meal.
Conclusion
All the latter findings converge to one conclusion; that smoking ordinances have little or no effect on restaurant performance. Biener and Siegel (1997) found that most people would increase their bar and restaurant patronage after the ban on smoking. Glantz and Smith (1994) found that the sales revenue in most restaurants remained constant before and after passing smoking ordinances in fifteen cities. Hyland and Cummings (1999) found that majority of the restaurants in New York City recorded positive results after implanting anti-smoking legislations. Luk, R., Ferrence, R., & Gmel, G. (2006) also shared the same results after passing the smoke free by laws in Ottawa Canada. Roseman (2005) found that there would be no change in dining habits after passing smoking ordinances in Kentucky. Lastly, Wakefield et al (1999) found that most people favored smoking ordinances. This was true for smokers and non-smokers. Overall, restaurant and bar performance is likely to remain the same before and after passing smoke free laws.
